Me too. Now I pretty much ignore discipline, and I have noticed no difference in penalties whatsoever (or anything else).

I have noticed an uptick in penalties during blowout games as well.

Disp. .... Snaps ..... penalty
97 ..... 9,775 ...... 38
15 ..... 3,816 ...... 38

There is a significant effective

Still, I weight discipline under 25 . At least a ratio of 1:5, but more like1:10 to strenght and blocking. But I get big plays called back all the time.

Over time the numbers don't look as bad. Not as bad as who gets a FF in relation to strip ball rating.

As for discipline my next biggest offender on that same team is an 87 rated wr. After that it is my 27 rated DE. So other factors are at play to get consistent results . Or just random . I look at fatigue levels and or play abuse, but that is purely anecdotal .

Both of those offensive guys who get flagged alot are on the poor side of the run blocking scale. I like to think they get beat often and "hold" the defender who just beat them, but that is definitely made up.

I still think it's mostly completely random (dice rolls).
I took at my team farthest into the season (Lg 75 - 14 games)

I have two players tied for the lead in penalties with 7, both OL.

Player A:
977 plays
DISC: 69
RBLK: 87
PBLK: 67

Player B:
865 plays
DISC: 100
RBLK: 100
PBLK: 100

Looking at this, the "better" player is actually penalized at a slightly higher rate.

After many, many seasons in MFN I am firmly convinced it is just random and the individual player's attributes have no impact on this whatsoever.

Some of it has to do with frequency to be in a penalizing situation; for example, an offensive lineman has an opportunity to commit a penalty on every play - and in many cases, multiple opportunities. On the other hand, a WR running a route through a zone coverage will have very few opportunities to commit a penalty. Defenders will generally have most penalty opportunities if they are participating in a tackle, but someone like a deep safety will rarely have a penalty opportunity.

No chance of pass interference?

So, back to my original question... Is there any way to Game Plan to limit the number of penalties? Obviously, penalties are a function of the number of opportunities to commit a penalty and some random number. Is there any way to minimize that first number, as it seems the second number is out of my control

Of course there is, but the opportunities for pass interference are far less than the opportunities for a lineman to hold per play for each player. My point is that you don't get a complete picture by just looking at the plays on the field, because some players may have 2-3 opportunities to commit a penalty per play, and other players may have one opportunity for every 2-3 plays they are on the field, depending on what happens on each play.

The second number is under your control, and is tied mostly to a player's discipline, play familiarity, and fatigue. (Intelligence is a somewhat correct answer because it drives play familiarity, but is not directly used in the penalty calculation). Discipline is the #1 factor, though, accounting for 80% of the decision. So put high discipline players on the field, scout well, have players that are intelligent, and don't let players get too fatigued, and you will reduce your penalties.

If it's not primarily random, then why do I have an offensive lineman with 100 DISC / 100 RBLK / 100 PBLK / 100 POS EXP (and nearly maxed out on every offensive and defensive play) committing more penalties than anyone else on my line?
