Short answer: you don't.

Long answer: because the primary receiver is randomized for the play, you have to give your TE the highest possible chance to be the primary receiver. That gives the TE the maximum chance to be the primary receiver. There are other plays out there, but those three illustrate how to think like the game thinks.

The primary receiver is selected the same, but read progression is completely different. The QB no longer follows each receiver until the receiver reaches the end of his route. This makes it more difficult to use specific plays to target specific players -- like the TE. But instead, you get a wider distribution and more dump offs to the RBs, which adds another level of complexity to your game plan since it's better to leave the RB in to block on long downs than have the QB dump the ball off to him.
